This then brings us to "is it permitted to port from GTA to other games?". Rockstar and mods have been a delicate issue as of late. As such, It would behoove you to contact (and receive permission from) Rockstar games on this matter before proceeding.

And to clarify even more, being "Publicly available" does not indicate that a mod is "legal" or "legit". The Steam Workshop (as well as other mod platforms) contains a lot of ripped/stolen content.

You're welcome. You have posed some very good examples, however, I would still seek permission from the original author. Whilst I cannot speak for any of the mod makers here, I can give a few real world examples (not mods per se) where some of the examples (or extrapolations thereof) given, have had activities curtailed. A certain Luxury automaker prohibits its products from being displayed in a negative light (gaudy colours, extremely dirty, damaged, etc.). Another automaker allowed one of its vehicles to be depicted in a racing title, so long as it did not incur damage (again, tarnishing the image of its product). A certain well known company who now owns an equally well known space opera franchise.. forbids any likenesses or verbiage that can be confused with their product. Some authors (rightly or wrongly) prohibit mods from being used on "life servers", some prohibit re-textures, others prohibit the extracting of their PBOs. Again, rightly or wrongly, authors may assert their rights as they see fit and as they believe them to be. Once again, though, it brings us back to no license/EULA, which defaults to the most restrictive. I'm glad you tagged PuFu into this though as he is far more knowledgeable (from a personal and practical (Arma Modding) perspective).

There is an authoritative answer. If there isn't one included, the most restrictive license applies. Also, From our rules:

Also, I think you've confused Written with Verbal, one is spoken and the other is, you guessed it, in writing. No misinformation has been spread, only the great extent of what you have done has been withheld.

Incorrect. We have documented proof in each instance, this includes Siege-A. I would post it for all to see, but I am prevented from doing so. WRT Bohemia enforcing everywhere, I personally don't think they have the manpower to do it. Additionally, as of late, Valve (Steam) haven't been the most accommodating when it comes to policing the workshop. According to those at BI that I have spoken with, the tools provided by Steam for workshop enforcement are lacking in many respects. The Forums, on the other hand, are wholly controlled by BI and as such, is much easier to maintain. On the other hand, I agree wholeheartedly that in some aspects (IP), the WS is not fit for purpose. One area in which we as the community can assist, is to report those offending items that are found on the workshop. Too many times though, the excuse we hear is "Its not my problem, someone else should do it". That answer is partially correct, it is not their "problem" or "job", but if its never reported, how do we expect it to be noticed? Finally, you mentioned morals. Those that re-upload/rip/steal are lacking in morals.
