You got a tool searches for i18n markers (STR_ or something) in the game files, checks for existence/validity in the localization tables/files and outputs files with missing results ready to be translated/sent to translators. It probably includes the reverse process where you can fill in the translations. Potentially also checks for hardcoded strings and outputs warnings that those things need to be translated. It's a Meritorious Service medal for the US Armed forces (The award is purely Military, not Civilian like, for example, Hero of the Soviet union, the Order of Australia or the George Cross, and only for US Military members), nothing Czech about it...
