I mean arma is a popular game, a lot of people have done the campaign, how do we know that this ain't some fat guy in his mums house, who knew it would get this kind of response? Generally, people with Iranian origins who are diaspora describe themselves as "Persian" to distance themselves from the current Islamic Republic. There's cultural tension in Iran on that point: whether national identity is being based on Persian ethnicity and historical civilization, or Shia Islam. I'm sure this isn't the case, but Black Hat is a rough translation of the demonym Karakalpak, a Turkish minority ethnic group in Uzbekistan related to the Kazakhs. I'm certain that the script following underneath reads "Vote Chernarussian Movement of the Red Star (CHDKZ)" but I don't know Czech.
