SEOUL (Reuters) - North Korea said on Monday it had safely and successfully carried out an underground nuclear test in a gesture of defiance as Japanese Prime Minister Shinzo Abe arrived in South Korea.

"The nuclear test was conducted with indigenous wisdom and technology 100 percent," North Korea's Korean Central News Agency said.

"It marks a historic event as it greatly encouraged and pleased the KPA (Korean People's Army) and people that have wished to have powerful self-reliant defence capability.

The report said there was no leak or danger from the test.

The U.N. Security Council last Friday urged North Korea not to carry out a test, warning Pyongyang of unspecified consequences if it did.

The dollar rose to a seven-month high against the yen after the reports but analysts did not expect long-term fallout unless the situation deteriorated further.

"The economy of North Korea is virtually closed from the rest of the world and its regional impact won't be very significant unless there was a major military confrontation," said Wang Qing, an economist at Bank of America in Hong Kong.

South Korea's presidential Blue House said a tremor of magnitude 3.58 to 3.7 had been detected in North Korea at 2:35 a.m. British time on Monday.

However, the U.S. Geological Survey said it had detected no seismic activity such as might be expected from a nuclear test on the Korean peninsula within the past 48 hours.

Abe, speaking in Seoul after arriving from an ice-breaking visit to Beijing, also said Japan had no confirmation of a test by North Korea.

A U.S. official said North Korea gave China a 20-minute warning of its test and China immediately told the United States, Japan and South Korea.

Officials in China had no immediate comment.

SECURITY MEETING IN SEOUL

In South Korea, President Roh Moo-hyun was holding an emergency meeting of top security officials at the Blue House following the announcement.

Tokyo backs a hard line towards Pyongyang, while Seoul and Beijing -- leery of instability on the peninsula -- have previously cautioned against backing the North into a corner.

However, all three agree that Pyongyang should end its nearly year-long boycott of six-country talks on ending its nuclear weapons programme.

North Korea announced last week it would test a nuclear device saying its hand was forced by what it called U.S. threats of nuclear war and economic sanctions. But it said it would not be the first to use a nuclear weapon.

Analysts say North Korea probably has enough fissile material to make six to eight nuclear bombs but probably does not have the technology to devise one small enough to mount on a missile.

What do you think the global effects of this test will be?

More fear, more war. Maybe some embargoes or other harsh sanctions against Korea first..

Well one effect was that the south korean military was set to a higher alert level right after the test.

The japanese prime minister Abe condemned the test. He is in South Korea at this moment.

South Korea thinks this test was an aggression towards theirselves and the UN will put up some sanctions against N-Korea.

That in fact will happen if they continue to do things like that.

I thought that N Korea was sanctioned to the full already!

I recall that was considered in 1994 (North Korea said they would think that as an act of war back then) but they didnt after Carter brokered that infamous deal.

Well North Korea is pretty much under all kinds of sanctions my most of the world. They did however trade with china pretty much for some things like fuel and steel. It remains to be seen how china reacts to this test.

Anyway. Food sanctions got lightened because the only effect they had was that a lot of north koreans starved without destabilising the regime at all. But other than that they don't get much things from other nations than china.

Not many cards to play. Iraq was/is a complete bullsup and I fear NK know that, perhaps apart from some F16 sorties, the west not got many options up sleeve (conventional sleeve). Its a very serious situation, too many embargos and going harsh etc may push them over the edge. The of late very rare action diplomacy is needed. I doubt we will hear the words. "We invaded on the premise that they have weapons of mass destruction". Because this time they do!!

I beleive in keeping your cards close to your chest and that you don't go out on a turkey shoot when there are tigers in the kitchen.

However the alternative is we give them 5 years and end up selling them things. That normally makes everyone happy smile_o.gifsmile_o.gif

i think the only real prospect of solving this is thorugh China. Lets face it the US cant do jack, and im sure another invasion is not what america wants (might be what geroge bush wants though wink_o.gif ). Theres nothing much more ecomicly the west can do to korea, its all going to be down to China, the good thing is, so far there on our side in this. smile_o.gif

first of all, I'm 100% sure they haven't done anything. and remember that the US and Russia both have hundreds of nukes but who's judging them?

and even if N. Korea did the test two words sum it up: Big deal. I refuse to give a crap about it.

and btw who judged france when they did their tests. all issues were environmental.

well if the US wants to get their numbers down a bit I'd suggest invading N. Korea AND Iran, maybe get a bit involved in Israel's business and they're extinct.

The nuke was tested underground. Not a lot of radiation to find.

Well I think this isn't a bad thing. Why?

Because NK won't have to fear being invaded by anyone. And we all know how easy US invades countries. Sanctions won't do anything because their already sanctioned. A military action, thats out of the question.

And I believe NK isn't stupid to try to attack anyone.

Believe it or not, nukes do cause peace. The reason the Cold War wasn't hot is becaue both countries had nukes. And when is the last time that a nuclear armed country was attacked by another country? I don't believe it ever happened.

The fear is that they try to give their weapons to terrorists. Which is kind of stupid if you think about it. We have India and Pakistan which can do the same thing. And Pakistan actually sold nuclear secrets to countries labeled in the "axis of evil"

So I don't see the big fuss about it.

Ummm Israel springs to mind. And pretty much most arab countries has/had a go at one point or another.

Im sorry people need to get over Iraq, that really should have happened the first time round. The way it was handled was a bit dubious but shit happens and politics is turning it to shit like the last big adventure the US was involved in (nam), but N. Korea, really need to be sorted. With the shit they are building missile wise and now a nuclear test, this will destablise the NE Asian region. Look at Japan, one of the worlds largest econimies and they are starting to shit themselfs, and im sure S.Korea is trying to make sure the US stay their for a while longer and it wouldnt surprise me if they are begging them to send over a couple of special warheads just for good measure.

As for sanctions though there isnt too much more that can be done, as someone said a food embargo would just starve an already starving population and the stupid little commie in charge has that place so well locked down i think you need permission to actually wank over there, so noone has the balls let alone the time to plan an uprising as half of them a spying on their buddy next door. There are enough "re-education" camps over there they make Hitler look like a nancy boy when it comes to it, but the place is that well locked to western media that they cant/dont give a shit.

As for military option though there are more than just a sortie or 2 of F-16s, however it would be one bastard of a fight and would make Iraq look like a walk in the park. On the other hand alot of the weapons in the US arsenal atm arent being used at all or to their full potential due to the way the warfare is being carried out and that in a full fledge war with N. Korea more things would become avalible.

The real problem is not the people of N.Korea but the little commie with inferiority complex. He has to try to show the world he can piss with the big boys, even though his dick isnt big enough to do so. Their isnt much anyone can do about it, talking will go round in circles, fighting would be to costly and everyone else would be footing the clean up bill, and im positive he would just shoot any shrink that tried to talk to him about his problems, I think the only real option is to hope the little bastard is impotent and doesnt breed(does he have children? never heard of him having any) and dies. Maybe then in the power vacuum left someone with 1/10th of a brain might gain power and actually listen to everyone else and re-unite the korean people once and for all. Hey we all have a wild day dream or two dont we?

So if your wife cheats on you it is ok for you to cheat on her? It has been already agreed that NK indeed had testing done, and the artificial tremor has been detected. NK even said that it did have the test.

NK made an agreement with SK in early 90s that declared non-nuclear action in Korean peninsula. Now they have broken their own words. Considering that NK invaded SK in 1950 and continuously engaged in clandestine offense including sending subs and attacking SK naval patrol boats, it is very likely that they are more interested in becoming a ruler than a coexisting with SK. In fact their ultimate goal is taking over SK.

How naive. NK had nothing to fear about getting invaded. SK doesn't want to invade NK - it is too costly and useless. US can't care about anything in that region unless NK does something, Japan can't do much cause they are not equipped enough for attack, and China has no reason to attack NK. It was in NK leadership's own delusion that they were being attacked.

NK has been under sactions, but that was not completely set up. SK had business dealings with NK that allowd private business in SK to work with NK. China allowed commercial trade with NK. So the sanction was nothing more than a blank gesture.

NK is stupid enough to attack anyone. Re-read my comment about 1950 above.
