Looks like it's the same engine, but heavily upgraded. ragdolls, proper water, physix, hope there will be proper animations and balistics, armor system implemented. I think I'll await the reviews on BI-forum before I decide to buy this game, and along with it, a new fresh rig (if I can).. What I am hoping for, is that they've tackled the insane need for a most powerfull rig to play the game, as that is the biggest obstacle for many would-be gameplayers, and along with it a cashflow-stopper for BIS' income-rates. Edit: And by the way, we'll see if BIS have learned from the initial release of Arma-2, campaign wise and have it run smooth and clear, without so many bugs around this time..
