( Reuters ) Russia has withdrawn most troops from Ukraine border: U.S. official

U.S. Defense Secretary Chuck Hagel, in Singapore to attend a weekend security conference, has called the withdrawal of thousands of Russian troops from the border a promising sign, but said all troops positioned there earlier this year needed to be moved back.

The defense official said that most of the troops had been pulled back.

"The majority have gone," he told reporters. "But seven battalions remain." The official said he had no figure for the number of troops that had withdrawn. "But ... thousands still remain," he said.

Explain: no militias was not until the moment (~February 23) in Kiev is not seized power nationalists, and on the first day began a crackdown on the Russian-speaking population prevailing in the South-East. ( Yle ) Poll: Majority of Finns see Putin as threat to Europe

The majority of Finns responding to a recent poll believe that Russian president Vladimir Putin is a threat to the security of Europe, according to the Financial weekly Talouselämä.

The survey, carried out by Taloustutkimus, found that 59 percent of respondents considered Putin a threat to Europe, while 32 percent believed he is not. The remaining nine percent could not say one way or the other.

To me it's interesting the civil war between the insurgents: Vostok Battalion ( from which we need is filled with Russian ) vs Donetsk People's Republic.

For example when the first ones evicted the second ones from their HQ that had been occupied since March...

They claim to have been threatened by masked men when they were trying to record the entrance of eight armored vehicles coming from Russia ( they were there taking a tour with the authorization of the insurgents ).

factions fight ?

even Maidan was not one-leader one-idea movement but different groups with different goal connected by ONE enemy,

maybe there is fight between:

- pro-Russians (join Russia and build Russian Empire under Putin rule) vs. pro-indpendence guys (who do not want to be neither EU in future (when UA join) nor Russia) cause pro-Russia guys found that their plan to double Crimea will fail cause locals want independent state, also independent from Putin,

so pro-Putin servants want to kill all who plan independence and not want to be part of any state , cause people (nation, locals) started to fight for independence and now bad-guys of Putin want to change direction of join-Russia instead of any independence,

- maybe pro-Russian false-flag operation failed (they wanted to shoot to Russians to play Ukrainians but their plans failed )

- maybe Russian government see that separatists behave like terrorists so they want to make peace and cut situation to stop further violence (the more terrorism actions by those who threat to blow up chemical station, the more enemies for Russia in globe and more accousations) and more deaths among Russian population (cause terrorist actions make Ukrainian forces to bomb areas where Russians live), maybe Russian gov also "get knowledge" than new border changes will end in NATO reaction in this area and now they try to stop "aspirations" of local people, for sure Vostok are Chechen-location Russian spetznaz batalion, not LOCALS from East Ukraine,

- maybe simply one faction want to rule and push off other faction (cause they both believe that Ukraine will be divided and they fight who will take power there and now they only fight "who will be prime minister of this land") or one faction cheated other faction and now second faction found cheat

if chemical storages with clorine (water clean facility) would be blown up as told before, than it would cause world reaction and Ukraine government would have free hand to even use bombers and blow whole area full of Russian-nation people so looot of Russians would die

but also if guys who want independence would fight longer and Ukraine would be tired, than chances for independent state would grow,

people who want to be independent for sure would not accept authoritarian Putin rule, so those who want to set Big Russian Empire would not allow it and "convincing" people living in independent state to become part of other country would be harder later, independence vs. dependence

many people support will of people to be free and independent, but we do not support anexations,

Ukrainian soldiers fighting have different motivation when they fight with people who want to be free and different when they fight with people who simply represent interest of other country and other country leader,

is not hard to shoot to those who wanna rob you, but it is hard to find justification to shoot with those who just want to be free, maybe in begining those people wanted to be free, but now pro-Putin agents cannot allow them to think about freedom but only about changing borders of Russia and building "Velykay Russia" as on Putin 2012 posters "we gonna build Great Russia"

for sure it is strange that Chechens from Russia come to Ukraine to attack local Russian population fighting with Ukraine, all scenarios are possible

if in few days we gonna see situation calming down and separatists laying down arms - it would mean that Russian gov. decided to cut harm of local Russian civilians by sending forces to stop separatists who cause in result much more harm to local Russians than just language-law and who make Russia world enemy number three after NK,Iran, for local Russians it would be best , cause so far they only get human and property losses due to this all situation,

maybe threat of blowing up those chemical stuff which only Polish press wrote about was 100% serious and Russia had to react cause Russian version of Right Sector was in rule there,

if in few days we gonna see more operations and more fights, it would be opposite, Russia want to change idea of independence for idea to double Crimean scenario (imperialism) without hesitating human costs even among Russians,

time will show which scenario is played

in Russia those people would feel more secure (Russia has lower crime rate, lower corruption, Ukraine has god-like magnats who can do whatever they want ) etc.

but problem is that it would build only imperialism, Chechens came from Russia without Russian border guard reaction crossed with arms border of Russia and invaded Ukrainian territory , this is war-like behavior of Russia,

no matter of good intentions and moral-high right of people who want to live by their own tradition (not EU politicall correct stuff leading Europeans to self destruction, cause in future in Europe we might have serious problems with conflict of tradition vs. forced NWO stuff), there is a problem of Russian foreign politics that allows groups of militants to cross border,

for many of those people i feel sorry, they want to live in their tradition, problem is when interest of superpower enters,

there is proverb "give someone an inch and they'll take a mile" < this makes problem with Russian interests there, even if those local people want independence only, after Crimea noone would believe in Russia single good intention to not anex land of other countries (btw what happens in Abhazia, cause we focus on Ukraine, while afaik in Abhazia also similar pro-Russian actions happen, but we not interest in Asia)

according to press on Maidan again there are protests in Kiev

those people on Maidan protested against corruption, oligarchy (money magnats)

but situation not changed, rich mafia guys are still in power, top rich oligarch are god-like, when separatists wanted to attack one busisnessman mansion Ukrainian army defended this guy, although we must remember that in Ukraine rich means intel-mafia, not hardworking person like on West (people from west make this mistake, they connect money with hard work, in my part of world being rich means you are either mafia or connected to corruption of government)

This "edict" results from Putins disgruntlement over the fact that internet according to him is a CIA project and comes from "the West". Because of this Russia needs own internet and this means controlled in 100% by authorities.

Roskomnadzor will require all foreign websites to register on the territory of the Russian Federation.

Foreign resources which do not wish to register on the territory of the Russian Federation, will be blocked. This was reported by the newspaper "Nezavisimaia Gazeta" with reference to the draft government resolution prepared by Roscomnadzor.

In the document it is reported that the owners of the sites and services that allow you to exchange messages shall send the information about itself (full name of the legal entity, address, passport data or state registration number, taxpayer identification number, email address, domain names) to the Roscomnadzor within five days. Otherwise the access to this site from the the territory of Russia will be blocked.

This will affect those resources that are beyond Russian jurisdiction and whose domain names are registered abroad. Note that these resources include such popular platforms like Twitter, Facebook and Google+.

Under current law every Russian resource and any application must be registered in Roscomnadzor. The government will prepare 13 acts defining the scheme of the law on the registration of sites and popular bloggers till 9 June of the current year.

More services will be denied if they don't comply. Doubt if any of major pillars of internet like Google or Facebook will register in Russia and subdue. Hard times for russian internet users ahead.

according to Ukrainian media explosion in this building was cause of explosion of weapons that rebels took there (i say about explosion of window in building) , acc. to Ukrainian media rebels tried to shot down jet and AA weapons exploded in room , and jet firing shown on YT is firing to field positions not urban

I know, UA media tola about MANPADS missile locked on air conditioner that supposed to be on the wall.FPDR

Moreover you can see an explosions at the air and in the park. Imagine, Vilas, what weapons had been supposed to be used that it caused such huge damage to building, park and nearby cars? Rebels tried to shoot S-75 from the administration window, eh?

i am not expert to say is explosion internal or external in this case

but on non expert eye it doesn't look like room hit by rocket from outside , but i do not know what would be wall-windows dammage if rocket had flown into window by such flight (not hitting wall but hitting window)

also i do not know what is power of explosion of such FFAR when it hits room (no photos from inside of builidng to show damage structure in such room, only exterior and effect of fire and smoke)

i am not expert so i try not to judge (cause it is also possible that 2 movies show different situation)

guys from Chechenya did not parashooted from Mars but moved in trucks from Russian territory without reaction of Russian border guard

At this photos you may say part of pargeting bangling near entering holes. That pargeting wouldn't be damaged if some internal explosion would occur. Those holes look just like those I've seen in some Sukhum (Abhasia) houses damaged by FFARs. Some other holes are at the park's land.

Was caused by one, maybe two external explosions. If you look close you can see that the wall crumbled to the inside. However the damage is very small wich speaks against a guided missile. Maybe S-5? Or S-8?

The fact that only one rocket out of a whole salvo hit the building is quite astonishing if the airplane really aimed at it.

It is also kind of strange when you observe the tight pattern in the park, that one rocket should deviate so much from it´s course and hit a building that is still a hundred meters away on one of the top windows....

Can you tell me where the administration building is on this video?

Is it on the left out of the picture?

If it is then I would say that the Pilot missed the target (if he was aiming at the building). Mid that we don´t know if both videos show the same situation.

As to why the pilot decided to use unguided rockets inside a town.....well either he really received fire from the building, or it´s roof (wich doesn´t make the use of unguided rockets in a populated town less stupid) or he is a blody idiot and shouldn´t be allowed to handle such weapons.
