If they can't find a publisher, Steam is a great interim solution to bring up more attention to Armed Assault. The answer is, developer cares. If there insn't enough customers that will buy the game that is distributed by steam or similar way they won't bother to release it this way. The amount of real world contractural Nightmares that would pop up for any prospective publisher and developer would be endless. Contracts are as thin as the paper they are written on and are the source of long and bitter company-killing disputes despite any amount of goodwill that exists when it comes to 'co-distribution'. The Bottom of the line is that before even starting up business, any company with any sort of business know-how, have already spent many hours agonising over product launch and the feasability of each.
