I tried it on an AK74 once. Basicly can be done in any game I guess, but the technique I used doubles the amount of polygones on a model. (Basicly you copy the entire model, make it black, enlarge it a bit and reverse the faces). I don't know how real cellshading works. Probably some rendering technique I guess.
