Altis has a higher object count, objects are CPU bound. Stratis has much fewer objects due to being a small island. Lowering the view distance/object quality will help alleviate the problem. (or make core 0 of your CPU process more through overclocking/ buying a better CPU). That should help with the stutter. I think arma3 has double buffering or some variant of it by default.

It's pretty simple, if you want decent performance don't play multiplayer and don't play singleplayer with AI. -

Think about it. There's no art assets, thus the file is small. -
The truth I would assume. Client FPS is tightly coupled to server FPS, if the server is low so is the client.

Placebo effect. 4000 is the same as setting it to 2047.

A nice Intel i5 + 760/770gtx would work nicely. 8gigs of RAM too. Don't use Vista. -
Good idea but I've never heard any mention of redoing them at all. I do know that in **THE GAME THAT SHALL NOT BE MENTIONED**, they redesigned the buildings to be enter-able to fit with the style of game play.
