We dont have to pay if we dont have a TV, but in this age where even PCs and cell phones can be used as TVs, I expect paying license will be mandatory for everyone pretty soon. If you choose the English option it has embedded subs for us non Swedish speakers ;) In Norway we pay even more, about 2900 SEK.
