Doubt it has ANYTHING to do with Valve/Steam. It has something to do with the ArmAverse, as in something related to the series' storyline or location.

Well logging in with my steam account doesn't do anything.

When you try to save the ofpd folder you get things like this.

Can be something like a pw...or nothing.

/edit: And when you open the saved file in a texteditor you get.

And it took longer than usual to give me the password wrong warning.....

If you download the "OFPD" as a file and open it in Notepad you get:

Navigate to ftp.ofpr.info and there's a lot of stuff.
