ok heres a guess,

F must stand for freedom and A for army.

Something like Freedom idependence army.

since FIA is written on Russian automobiles, maybe Resistances are berating the automobiles, like,

'F' is for Filthy; F!!!!ing

'I' is for Incompetent, Ignorant, Idiot

'A' is for Auto

etc. etc.

It's a spelling error.

It should really say KIA

They thought the enemy wouldn't shoot at them if that was written on the cars.
