Why you think USA "suddenly" started to put so much intreset in the moon.. its because of India and China. The recent interest by the US is due to international competition. When Russia and ESA signed a collaboration deal which includes ESA being able to use Soyuz to complement the fleet and Russia being able to use the European space port at Kourou instead of Baikonur which means payload could increase (being closer to the equator) and the decommissioning of the Space Shuttle program the US see NASA's position being matched as an ego slap. Obviously the large amount of independent projects by ESA like Herschel and Planck and the increased self-reliance by ESA with Ariane 5 and projects like Galileo that is a more accurate system than its American competitor GPS.
