In photoshop, just zoom in as much as you can while still seeing the whole thing to be selected (in this case a soldier), then use the lasso tool to draw a line around it. You'll need a steady hand, but when you're finished you can save your selection through Select - Save Selection or use Select -> Invert to select the background. If you want to select two targets (or more), save them both as "1" and "2" respectively, then load the first one, then the second one, choosing "add to selection".
