But the Legislature killed a similar effort by Davis earlier this year. Davis wanted to put $11 billion targeted for specific school programs into large block grants and let schools decide how to spend it. Though a governor can eliminate and streamline some areas, "beyond that, he's going to have to have a Legislature willing to go there," said Kevin Gordon, executive director of California School Business officials

and i'm again procrastinating in terms of voting...my decision hasn't changed so i could have sent in absentee ballot and forget about it, but now i have to goto polling booth.

Shades of Prop 13? Californians voted by a 65% margin to cap property taxes, and thereby kill local government's main source of funds, especially for education. This makes Californian local governments incredibly reliant on Sacramento for funding, which is fine when times are good, but not half so fine when times aren't. So now California has a massive budget shortfall, and its own citizens have just voted a man out of office because of it (among other, more petty reasons), despite the fact that over 20 years ago they made it effectively impossible for local government to function without massive and continuous infusions of cash from the state.

Have a nice term, Arnold. You have not a smidgen of government experience; your electorate is chock full of badly informed, apathetic, selfish, shortsighted, stupid, and easily-manipulated constituents; your victory sets an ipso-facto precedent for your own recall in two years if things go badly; you'll be too busy in the next few weeks apologizing to all the women you might or might not have groped 25 years ago to fulfill any of the promises you made during the campaign, like eliminating the driver's license tax; your in-state party base is among the most dysfunctional Republican organizations in the country; and last but not least, you don't get to spend 3 hours a day in the gym anymore. God help you, because the people and government of California won't.

Just where the hell do we get off calling the results of an election before even HALF of the precincts have reported in?? Am I missing something here? Hehe, I've been watching CNN's handy-dandy vote indexer- currently the recall percentages stand thusly: 46% Against, 54% For. That is from 56% For and 44% against about 20 minutes ago. Did I mention that Bustamente is only about 600,000 votes behind Arnold (and gaining slowly), and the biggest number on my mind is this:

47% of precincts have reported.

I fervently hope that this election turns the early predictions on their ear, and finally, finally sounds the death-knell for exit-polling.

the statistics used in this case is less likely to faluter. with about half of the precincts reporting, chance of rest of the votes iverturning the situation is pretty slim. right now yes on recall is about 400,000 votes over no. that means, for this to be overturn, the amount of "no" votes on recall should exceed 400,000 votes or more over the other choice.

now chance of that happening given, current 47% counting is a bit of a stretch.

but then again, who knows? there still is possibility that that could happen. but it's really slim.

another funny point is that exit poll claims the percentage of voting machines causing problems were around 2%, not different from older punch card ballot systems.

It's fairly simple, they wait until they have a 99% confidence of the results and then they present it. It's a one percent chance that they will be wrong.

You should see in Sweden which has an uneven distribution of precincts (size-wise). So there are many small precincts up north where there are only mosquitoes and communists/hard-core socialists. Since they're small, their counting is finished first, so you always see like 95% for the most left option of whatever the vote is about. Later it evens out as the larger, more southern mosquito-free precincts send in their counts.
