Not until you mentioned it. 

 

It's definitely a human figure, but I can't tell if he or she's wearing some sort of mask or helmet? Is there some sort of belt also?

Another sudden thought: Maybe this has nothing to do with humanitarian aid, but still everything to do with civilians. The campaign is very story focused, seeing the war on Altis through the eyes of a civilian.

You can't see either the top of the head or the waist, so I'm not surprised you can't tell whether they are wearing headgear or a belt.

Nah, it's a reference to this line from the christian bible - "Again I tell you, it is easier for a camel to go through the eye of a needle than for someone who is rich to enter the kingdom of God." http://biblehub.com/matthew/19-24.htm

 

Which is often accepted to me that a rich man, a man who hoards his money while others are poor and starving will not be rewarded with a place in heaven when he dies. You'll have more luck pushing a camel through the eye of a needle (sewing needle, very tiny hole) than a rich man has of going to heaven.
