This resort town near St.Petersburg is also near the sea just like in the game. I went there as a kid in the late 80s early 90s and it was a fun place. And then there's Vybor instead of Vyborg, etc. actually there is two of them Zelenogorsk ;) a town in Krasnoyarsk Krai, Russia (this is the closed town you mentioned in your post). a municipal town in Russia under jurisdiction of Saint Petersburg.
