I always used OggDrop when I was still running Windows on my pc. Set your target settings (like bitrate, etc.), then just drag'n drop the files on the application.

Not sure whether his question is actually about editing the audio files (which is where I also would recommend Audacity). The title says so, but his question is purely about converting from wave format to ogg... ?

+1 for Audacity, also under Windows. I use it on Vista64 and it works pretty good. Also it supports VST effects and directX effects and most important: it's open source. :D

I'll throw in for audacity. I use it on a regular basis, its easy to use, simple & intuitive to get into, and will convert to and from .wav, .mp3, .ogg. (Allthough for mp3 you will have to manually point the program in the direction of the lame_enc.dll which need to be downloaded seperatly - its really no biggie though).
