As far as i know the 2000-2500m are typical engagement distance and 4000m is maximum. Every weapon has it's typical engagement distance but this doesn't limit it to this distance. So Javelin can (not "must") hit targets between 150m and 4000m, seeing 2000-2500m as optimal distance. Personally, when i'm commanding a squad and i have a Javelin guy and a SMAW or M136 guy and we're closer than 500m to a tank, i'd rather try to get closer to the tank and fight it with SMAW and/or M136. They have up armoured the top of the turret with reactive armour plates, something the Javelin warhead is weak vs. You should be aiming for the engine.
