Best thing to do is to start with an idea. And try to see how you would be able to implement it. Modding comes in many different aspects with the Arma franchise. So just figure out what aspect you want to do.

I have the idea(s) but I dont know how to make the stuff or what to do to make it.

You have the internet man. Watch tutorials, get used to 3d modelling programs, their interfaces. Start by modelling few models that are easy to do. As the time goes you will eventually improve. Theres no magic easy way to learn this

You should start with retextures and then adding your own models into the Game (Gear/Weapons/Vehicles)... thats how i got into modding, well im still learning but thats my roadmap.

First go into your steam tools directory and install Arma 3 tools, then run the program and "play arma 3 tools".  Mount the project drive, then click the preferences tab at the top of the window and set up buldozer, this will be your window into the game.  After this you will have the default tools set up.

Start with the lowermost link and follow the tutorials top to bottom, that will introduce you to oxygen aka object builder and the basics to get your first addons ingame.

Depending on how things go in future I would recommend getting Blender, a free 3D modelling program which will allow you to do much more, and acquiring gimp, paint.net, photoshop, or an equivilent 2D editing program for texture.

Even if its not good, feel free to share it and get feedback. There's a lot of great modders that are often willing to give you pointers and help you figure out why something isn't working right if you've shown you've tried. There's a lot of people that come around here that want others to hand them a working mod without ever trying themselves. Whip up something and share it and we'll be here to help you out. Like the others have already said, follow some simple tutorials on retexturing some vanilla stuff so you'll have a simple understanding of how the config works and then expand into creating some static objects (crates, barrels, etc..) and within a few weeks or even days you'll be making a simple uniform or vest from scratch.
