Town Construction Set Question

Is it possible to make the ambient civilian modules work in randomly generated towns? I've mastered the art of creating random towns through the TCS module, but they are empty, boring, and desolate.

Place the Town Construction Set module.

Place the Ambient Civilians (Expansion) module.

...seems the old ArmA2 Ambient Civilians module doesn't work with the Town Construction Set module (i think its because the OA town construction module is using the new OA houses which the old AC module is not able to recognize).

I'm finding out that it can take a while before you see the civilians. OA seems to start everyone off inside the houses and they stay there for some time before coming out.

What about vehicles, does that work? I'm trying to sync both the original and expansion civvie module, maybe that's why it's not working.

I am not able to populate a second town when it is placed. I have debug mode enabled for the Civilian Module and it doesn't ever detect the second town.
