I know that the DGA (French Defense Procurement Agency) has a few copies of VBS for evaluation purpose.and even met some members of the Frenchpoint community to see what was possible to do.

It's not really in use, but they consider all the options AFAIK.

EDIT : It now does seem to be in use at least in some occasions as it is mentionned multiple times in the Press kit for land operations.

BIA worked with DGA on a 3D representation of the French military base of Mourmelon (France). For the period of the Phoenix experimentation, DGA and French soldiers used VBS2.
