It's such an unusual case. Everyone's shocked. Remember, they assumed the guy was the robber. Who knows whether they though it was a real bomb under his own control and they kept him at a distance until someone capable could arrive and deal with it. I mean you nead trained people to deal with bombs. And the bomb squad just didn't get there in time. And then there is the possibility that the man had strapped the bomb on himself (wich sounds unlikely to me) Basically there were nothing the cops could do but wait for assitance. I am sure if a bombsquad had gotten there in time this guy would still be alive... None the less, a very horrible story. And if the man killed really was under threat that makes this whole deal even worse. Who would do such a thing, even to a stranger? My respects go out to the mans family, truly a sad story.
