When the USSR fell, there was no real need to stick a bunch of F-22s into service, becuase the current fleet of cheaper, F-14s, F-15s, F-16s, and F-18s were completely up to snuff when it came to dealing with whatever threats remained in the world. No sense in putting a bunch of F-22's into service when the older cheaper planes we allready have are sufficient to handle a dogfight with the current fleet of russian migs. Obviously the YF-16 prototype won the bid and entered production. The YF-17 was then further developed into what would become the F-18.
