Particle effects forced on surface of sea

Okay so im currently building a mission which involves an oil rig. There are some things the players have to destroy which trigger some smoke. But everytime the action is complete the smoke is under the rig on the surface of the sea. I dont know what to do.
I'm not outside the map and they are placed on a solid surface but still get forced onto the water.
