Should the BW mod present us with lower quality just because some might not be able to download it? It contains many different vehicles (some new or updated in this patch), weapons and units - all with high quality textures. Also all missions contain quite some music - making them big in size, too. I agree that it would have been nice to offer a patch to upgrade a previously installed V1.2 to the new version, no doubt. But it is no reason to whine like a spoilt child. If people have no cable/adsl, then they can just use a download manager or wait for the final release (which might still be a long way to go, though).
