But you should probably give them to players if you want to have them do something like mark a target for a bombing run at night or as was said about mark rooms or buildings as clear. Depends on what your mission is. If you're like me and like to make/play stuff that's as realistic as possible even if it involves a bit of meta-gaming. But it's genuinely useful for infantry conveying a variety of informations to friendly aircraft or friendly elements separate from their own in general. Or even for themselves. If you have a mission that involves a search of a large village, having a big "bag" of chemlights is awesome because you can throw one at the front door of searched buildings and not accidentally cover ground you've already checked. Can also be used be used to mark a safe path through a minefield. Lots of creative uses for them just like in real life, it just depends on how much of that stuff your missions take advantage of.
