a little island near Rome "Ventotene"

i'm wondering if possible, in a reasonable time, build this little island near Rome with Visitor

http://en.wikipedia.org/wiki/Ventotene

almost all of the assets (buildings, vegetations) in A3 are reusable

would be a perfect scenario for CQB and great FPS! (the entire area is just 1.4 km2)

so i'm very noob about visitor, how do i start?
