Anti Satchel / Shooting in base

Alright to make big story short - I am tired of entering our Insurgency server and finding hole base totally destroyed by Satchel or someone trolling around and shooting the vehicles/base .. I would like to find a script/way to disable satchel usage in trigger area as shooting!

I can't really find any scripts out there for release (Bare with me with scripting, As my head isn't clear right now).

I would appreciated any help I got out there!
