Nope, doesn't happen with just default Arma 2.

If you have OA, put down the effects modules, and set the date to the winter months, it will indeed start to snow.

Thirsk island has a fantastic snow on the floor, very crunchy :) try that with the moduel.

There is a mod somewhere which adds snow camo for all the USMC,CDF.Insurgents,Russian units.
