Poor Performance on ArmA II Regardless of Settings Change

So, I just bought a new CPU to play ArmA 2 a bit smoother than before and was disappointed that my FPS always hovered around 26-29. Here's the catch - it's like this on almost every setting (Very high brings it to around 23, Normal makes it 26-29, and most importantly, Very Low on 800 x 600 resolution still results in 26-29 FPS).

Here are my specs:

CPU: AMD Phenom II X4 955 @ 3.2 Ghz

GFX: ATI Radeon 4870 512 MB

RAM: 4 GB

OS: Windows Vista Ultimate 32-bit.

I also run ArmA 2 with these launch parameters:

-winxp -maxmem=2047 -cpuCount=4 -nosplash

And my drivers are updated.

Any help or tips are greatly appreciated.

Do these low framerates also occur when you open up the editor and walk around alone on Utes, or are you only testing in a specific gameplay situation - for example the campaign?
