Simple question on arresting ai

Hi,

Im aiming to make a real simple snatch and grab special op where a patrol goes in, locates the target and obviously captures him and extracts him with the helicopter.

QUESTION: how can i add an action to which when i walk up and chase after him (as he would naturaly have no weapons a flee) and get close enough a drop action will appear which says "Arrest", and after activating it he will initiate a 'arrest animation action' then join my team so that i can control him?

SIDE QUESTION: In this mission, i also wanted it to be that there are 3 likely places that he might be. The point in the operation is to go in and investigate all 3 suspected locations and identify if he is there or not. I played with the probability likeliness concept but that leads to either having him in 2/3 places, or sometimes not at all (which sadly can be too realisitic when its a 2 hour long sneak mission =.=). Is there a way of programming it so that he will spawn in only one of the 3 given locales garanteed? and is it possible to add an "informant" that u can go to instead that will immediately tell u which of the 3 he will be in which would shortcut the op so that u dont have to go bush bashing thru to all 3 locales?
