Russia's Putin Says Government Resigns

MOSCOW (Reuters) - Russian President Vladimir Putin (news - web sites) announced Tuesday that the government of Prime Minister Mikhail Kasyanov had resigned.

"In accordance with article 117 of the Russian Constitution, I have decided today that the government is to resign," Putin said in a live television broadcast.

Here we go, it made the 14:00 headline. Apparently Putin thinks Russia "needs a new government before next month's presidential elections". Also says it's about "pushing ahead reform". Hmmm.

Sergei Markov, an analyst at Moscow's Institute of Political Studies said: "It is not the firing of the government. It's the firing of Mikhail Kasyanov. According to the constitution, Putin can't do it without firing the whole cabinet.

"I think that the team of reformers headed by (Economy Minister) German Gref will keep their positions...I don't expect any big change."

I dont think "resign" is the proper word. As far as I gather, they were fired. I didnt know a government could be fired just like that. Quite odd smile_o.gif

Pretty much. It's the boss saying "i've decided you're going to resign". Didn't know he could do that either.

Well according the article 117 of Russian constitution the president can sack the goverment. In Russia president can also dissolve parlament and order new elections if he so chooces (see article 109). Finland had similiar system before our constitution was modified in 1999.

1. The Government of the Russian Federation may hand in its resignation which may be accepted or rejected by the President of the Russian Federation.

2. The President of the Russian Federation may take a decision about the resignation of the Government of the Russian Federation.

3. The State Duma may express non-confidence in the Government of the Russian Federation. The non-confidence resolution shall be approved by a simple majority of deputies in the State Duma. In the event the State Duma shall again express non-confidence in the Government of the Russian Federation within three months, the President of the Russian Federation shall announce the resignation of the Government or dissolve the State Duma.

4. The Chairman of the Government of the Russian Federation may put the question of confidence in the Government of the Russian Federation before the State Duma. In the case of a non-confidence vote by the State Duma, the President shall within seven days make a decision about the resignation of the Government of the Russian Federation or about the dissolution of the State Duma and call a new election.

5. If the Government of the Russian Federation resigns or lays down its powers, it shall, following instructions by the President of the Russian Federation, continue working until the formation of a new government of the Russian Federation.

Its probably done as a means to slow down the boom in the Russian economy. Ahh well thats my guess anyways biggrin_o.gif

Boom doesnt mean growth  wink_o.gif

Russia is in the midst of an Economic boom atm, however in order to create a strong economy a period of decline ultimatley recession then back into upturn and boom, a boom in little bits is a good thing, all the time equals bad, the economic cycle isn't something that occurs naturally, the government manipulates it, and I was merely stating that firing the goverment is one such way to control it  biggrin_o.gif

Think of it as taking a step back to take two steps forward, as supsosed of taking 3 steps forward then 3 steps back wink_o.gif
