You found videos of it, so seems possible^^. The trick is to "dig out" the heigthmap, where the underground stuff will be and add sacrificial ground above. Take a look at those maps with (noclip) camera. (F.e. Chernarus Redux, Namalsk...)

The first one (on Namalsk) is a bunker composed of 3 big parts. The upper bunker, the access ladder + medium level, and then the tunnel + lower level.

 

The two others are only compositions, which means they are built from plenty of objects. Concrete walls, doors, stairs, etc.

No. 

 

You can cheat by making a normal building, and for the roof use the ground textures for the roadway etc. so when walking on it you don't realize it is a roof because it just acts like terrain.

 

Obviously would need to scoop out an area for the underground building
