Believe it or not that is a lot!!!!!! I've seen this many times between the CPU, MEMORY and Video Card there is bottlenecking whenever the CPU is even at 70%. What type of CPU do you have? i5, i7, etc...? Also are you running a local Arma 3 server on the same PC your capturing the video? If so this is most likely your problem IMHO.
