Unfortunately there are more causes for this issue, so there is not a single reliable fix for this issue. If the a library with the component is missing, then running Windows System Checker tool should fix the issue: https://support.microsoft.com/en-us/kb/929833 or Microsoft DISM tool: https://technet.microsoft.com/en-us/library/hh824869.aspx (by running Dism /Online /Cleanup-Image /RestoreHealth from the elevated command line) That didn't explain how to fix it at all.
