Try the good old verify game cache: "Consider using the Steam client option to verify the integrity of the local game cache to avoid corrupted data after downloading this update."

Hello,

this issue is caused by a missing or misconfigured system component. Unfortunately there are more causes for this issue, so there is not a single reliable fix for this issue.

If the a library with the component is missing, then running Windows System Checker tool should fix the issue: https://support.microsoft.com/en-us/kb/929833 or Microsoft DISM tool: https://technet.microsoft.com/en-us/library/hh824869.aspx  (by running   Dism /Online /Cleanup-Image /RestoreHealth from the elevated command line)

That didn't explain how to fix it at all. I'm not all that tech savvy so, I don't know.

Nope still broken.

I did and it detected a problem and I verified the game cache, multiple times, but it didn't work.
