Try creating a shortcut directly to ArmA3.exe (usually something like 'C:\Games\SteamLibrary\SteamApps\common\Arma 3\arma3.exe') to bypass the launcher. That will at least determine whether it is the launcher or the game at fault.

I personally would stay clear of any cleaner software unless you review every change made by it. It could make things worse.

Could you try the following to check if the windows files are ok (especially directx):

Click StartType: CMD, from the results, right click CMD

Click 'Run as Administrator'

At the Command Prompt, type: sfc /scannow
