This is so damn hilarious (although I understand that your potential enemy is not likely to come by water). This is what a small attack boat should look like: The Stridsbĺt 90 - I have made countless dives from this type. It uses underwater jets and can without any problem reach velocities > 80 knots. You can also run over small islands with it.

The ability to have a mortar is also highly recommended. The front of the boat must allow for a quick exit. The US Seals use the Mark V as the primary vessle which is a more serious boat. You can read about an incident here in the military stupidity thread.<span id='postcolor'> I did a search using Google, and the sites I've found talk about a speed of 30 to just over 40 knots, depending on the model: http://www.mil.se/marinen/10/15/15b1_se.html http://www.soldf.com/strb90e.html http://www.djurgardsvarvet.a.se/mili/battleboat/battleboat90.htm http://www.navsim.org/navsim/vapengrener.htm 40 knots would be just under 80 kilometers per hour, which would make a lot more sense to me. The last link has a four-picture sequence of an emergency stop from 42 knots in a length of 25 meters. I don't want to argue about the top speed with you, but all indications are that you are mistaken about it.
