I believe this suggestion can be implemented with the addition of one new unit property:

Discipline.

Skill setting already controls how well a unit can do something, whereas discipline would control how well he implements it. The difference in a soldier with high discipline from one with low discipline is that he will be more likely to remain in formation and/or carry out an order. Discipline could be something as simple as how much behavioral balance he has between self-preservation and group behavior.

Disagree - hardcoded + predefined unit classes are the wrong direction - thought it would make the AI even more predictable and less surprising in game.

Imho it would be better to let the mission maker decide what skills each unit has. Perhaps some more + precise AI skill settings in options + editor would be more welcome?
