Probably AI, depending on his country of origin. Some places call it IA, as far as I know.

You cannot join into a different AI team from your current team - if you're not part of a team, you cannot join one.

Joining AI teams is possible only in missions that specifically implemented that as a feature but so far I only know of 1 or 2 such missions.
