The launcher will help with that, just point it to your arma 2 and oa steam folders and set it to CO mode. It will combine them for you. You'll know it worked if you see Chernarus and Takistan in the Island list.

With -world=empty, -skipIntro and -noSplash, things are nice and fast. How I wish for noSplash every time I boot up a console game FPDR

Yeah that's what Combined Ops is, A2+OA. In Steam you right click on OA and select Launch Combined Ops.

Does the PS3 controller work with helos just plug n play? Or is there configuration needed? I've never tried it out.

I'd assume you would need to mess about with the pp effects to get the desired color filter. Biki has info on it, and there's a thread in this forum about it as well.
