They should implement system-wide bans, ie. like steamID, if the server uses steamID bans and you get banned on that server, you automatically get banned on all servers using steambans. System might be hard to implement in this case thou.

Public servers definately need more admins, experienced ones. That's why I tend to play more on private servers than public.

It definately will be playable after a few patches. (it's playable for me at the moment ). As for performance, get everything to lowest-low and start increasing settings step by step and you'll reach the golden middle. Shadows, postprocessing -- > FPS hogs, disable them or lower if its unplayable.

More admins, ban on sight, one big banlist availiable to all server hosters.

After you reach the pick up point, disembark and shoot the other truck's driver in the face and get in it. Deliver bravo team and clean the mess.

If he's close by like you said, recognizing is not a problem. No specials signals needed, side chat/uniform/mic is enough. People rarely kill you when on foot, but while flying a heli without GPS enabled can be a problem.
