If that's true, then the marking of the issue as "resolved" seems misleading. If the "star" selection only affects the badge and not the flag, then it's more of a nice but unrelated feature. Are you sure that's the case?

How does one actually use the beret selection added in the recent update? I've been trying to add Soviet berets without the Russian flag to a unit config but can't figure out how to do it properly. I can get the flag to show without the star, but not the reverse.

No, semiconductor was correct, it's not a bug. Vehicles can, through configuration or script, be filled over their maximum capacity with inventory items. You can still withdraw items from the vehicle or box, but you can't place items back into a vehicle that would put it over it's maximum capacity in-game.
