Very bad looking colors.

It almost looks like you're running in 16bit instead of 32bit colors. Check your Arma2OA.cfg and make sure Resolution_Bpp= (bits-per-pixel) isn't set to 16. If it is change it to 32 and save.

If that isn't the problem then the only thing I can think of is something is set wrong in your graphics drivers; not really sure

This is what I thought too. I checked the Windows color resolution and its at 32bit. But dark things just look atrocious. Here is my CFG

Does anyone elses colors seem to look really washed out and bleak when looking at dark parts of the game like this image below?

I have the same problem. I'm also using Radeon HD 4870 512MB. Daytime looks fine, it's only when it's dark that I have these problems? I've tried different drivers and it makes no difference. I've also checked my Arma2OA.cfg and that's fine.
