With the method described by ST_dux, is it still possible for admin to unlock vehicles locked by this method for publics when needed ingame without using dev console?

I think they do it normally from showstatus menu ingame in domination 2.

Is there a way to put the masterUIDarray outside the mission.pbo file and place in the server in a separate folder?
