ACE/ACE 2 help?

Basically, im a major noob at modding. Especially with all of these huge mods that are required to play with the people that im trying to play with. I have a few questions and it would mean A LOT if you could help me answer them. This clan requires that ACE 2 needs to be installed.

1. Do I need ACE 1 to be installed before ACE 2?

2. Somebody said something on a forum about an "ACE's "downloader""? Do I need what ever that is to download ACE or ACE 2?
