Chat Question

I've asked this question a few weeks ago in a thread i can't find right now. Maybe someone knows the answer now. How do i make this:

I've tried all commands with "chat" in it but i wasn't able to achieve this so far and i've found nothing in the Biki yet. If someone knows, please help!

It's part of the "kb" system, you'd use kbTell to make them talk, but there's a lot of background stuff you need to do to make it start.

Thanks, at least a direction! But the Biki doesn't help much without any examples or explanations. Has someone got a good example?

Edit: Maybe i should give you a bit more backround information about what i'm trying to do. I just want to make a character "say" some text(without sound, cause i'm too lazy to record). I just want to see his real name and what he says like in the picture. Right now i'm using the sideChat command but i think it looks better and the player doesn't get mixed up between radio conversations and direct ones if i can get this work.
