Excessive stuttering when moving low to the ground (below 50m)

In the demo, and in past versions I did not have this issue.

It seems at certain points, ground movement for me becomes almost impossible as it stutters every few feet or so (the game locking up for 1-3 seconds at a time). Flying an aircraft is un-effected which leads me to believe it has to do with streaming textures or certain details in the landscape.

It seems that it happens over time, menus run fine and sometimes joining a game I get no stuttering at all. But 5 minutes in and it starts up again. it gets progressively worse until gameplay becomes absolutely impossible.

note sceneComplexity is something I tried to fix it, so it is not the cause.

What operating system? I have a very similar issue on Windows 7 (but I wouldn't be surprised if it was also with Vista too). Stuttering at low altitude when flying a reasonably fast aircraft. Definitely some type of streaming texture issue, because when flying straight up, it's incredibly smooth.

I found that lowering the 3D resolution helped a bit, but the most drastic improvement came from trying the game on Windows XP (xp64), with the exact same settings. MUCH MUCH less stuttering at low altitude.

Dual core Opteron 2.4 GHz

32-bit Windows 7

Latest nvidia display drivers in both cases.
