The only one I was able to find was from ArmaTec Squad but with their's after you DL it and you double click on it, it just launches a webpage and looks like there is some kind of computer code on it and it had no read me. Nutty was working on something called, see Power Panel / DSTS but I'm not sure if this project is still in development. I use firedaemon (google it) which allows you to run the arma_server.exe as a windows service. It does not allow you to edit the ArmA config files directly but it has a nice GUI, scheduler and restart on crash options.
